Q: Are there any regulations for motorized scooters in the commonwealth?

A: Currently there is no state law governing the use of motorized scooters in Massachusetts, though the Legislature’s Joint Committee on Public Safety is considering about a dozen bills that would establish certain regulations. One such bill would add motorized scooters to the moped statute. A survey conducted by the Registry of Motor Vehicles showed overwhelming support for state regulation of motorized scooters, according to the Registry. Respondents supported specific requirements for persons operating motorized scooters, such as a minimum age of 16 1/2, possession of a valid learners’ permit or drivers’ license, and use of a helmet. More than half of the respondents believe that motorized scooters should be banned from highways and streets. The Registry presented the results of its survey in testimony before the Legislature’s public safety committee. The Registry said it conducted the survey in response to numerous calls from town administrators, police officers and parents. The town of Saugus amended its bylaws to ban motorized scooters, motorized skateboards and any other motorized vehicles from public ways, sidewalks, playgrounds and any town property. Vehicles excepted from this ban include motor vehicles as licensed by the state, vehicles used by handicapped persons, and landscaping equipment.
