9:30 a.m. In-Depth Legislative Update: Dealing with Fiscal Crisis at the Local Level
Local governments are experiencing a full-blown fiscal crisis, and the state is grappling with a $3.5 billion budget gap for next year. With record mid-year local aid cuts, fiscal 2009 problems have grown considerably in the past few weeks. This update will provide an overview of the situation and discuss what the future holds. Key revenue and reform proposals will be discussed, including health insurance reform.

10:10 a.m. Key Laws of the Job: Review of Major Changes to ADA and FMLA & Others
This session will cover the ADA Amendments Act of 2008 and the impact for municipalities. This law constitutes the first legislative change to the landmark disability statute, the Americans with Disabilities Act of 1990 (ADA). The law became effective on Jan. 1, 2009.
Recent changes to the Family Medical Leave Act took effect on Jan. 16, 2009. The regulations implement the new military leave law and make changes to the current regulations dealing with caregivers and relating to active duty. The regulatory changes affect notification procedures and certification provisions.
Lilly Ledbetter Fair Play Act, just signed by President Obama, changes the statute of limitations for pay discrimination claims and makes it easier for employees to file claims. Speakers will cover this law as well as recent changes to COBRA.
