Lt. Gov. requests list of ready municipal projects

Lt. Gov. Timothy Murray is chairing a state task force to identify vital “shovel-ready” municipal infrastructure projects that could be funded by a federal economic stimulus package being developed in Washington, D.C.

Murray has asked all cities and towns to submit a list of priority projects by 2 p.m. on Thursday, Jan. 8.

Murray sent an e-mail message (see below) to the chief municipal executive in each community explaining the task force’s mission and asking each locality to identify ready-to-go infrastructure projects that could be completed within two years. The MMA is encouraging all municipalities to send in their priority projects to the lieutenant governor’s office by the Jan. 8 deadline.

On Dec. 17, Gov. Deval Patrick announced a mobilization plan to ensure that Massachusetts is prepared to maximize federal funds to create local jobs and grow the Massachusetts economy. MMA President Bruce Tobey, MMA Vice President Jeff Nutting and more than a dozen other municipal officials are serving on the Municipal Facilities Task Force to advise the administration on the best ways to assist cities and towns in this effort.


TEXT OF THE LIEUTENANT GOVERNOR’S EMAIL:

Dear Mayor/Town Administrator/Town Manager/Local Official,

I am chairing the Municipal Facilities task force and am requesting your participation in this effort. As you may know, President-elect Obama’s team and members of Congress are actively working on a federal economic recovery bill with the goal of enactment by Inauguration Day. The bill will likely include significant funding for “ready-to-go” infrastructure projects. To this end, the Patrick/Murray Administration has established task forces to pull together a list of projects that might be eligible for this funding. If we are not prepared with ready-to-go projects, we risk losing this federal money.

Please think about what projects you have in your city or town that might be eligible for this funding and fill out the attached form for each project you would like to submit. In order to be considered, projects must be “shovel-ready” within 180 days and must be able to be completed within two years. Municipal facilities include, but are not limited to, public safety, wastewater, water, solid waste, recreational, city and town buildings, senior/community centers, some garages (those not linked to the MBTA), public library and cultural facilities. Please feel free to submit the application for projects outside of the Municipal Task Force’s domain. The other task forces are listed below and all of the qualifying projects that you submit will be forward to the appropriate task force. a. Clean Energy and Efficiency
b. Education Facilities (if you have been working with the School Building Authority on a project, please feel free to submit your information directly to the SBA)
c. Transportation
d. Information Technology (including electronic medical records and broadband)
e. Private Development
f. State Facilities and Courts (this includes public housing)
g. Municipal Facilities

It is important to note that this bill has not passed yet and even if it does, it is still unclear how much Massachusetts will benefit. We anticipate a strong response from municipalities and even with a good bill that benefits Massachusetts greatly, not all of these projects will be funded. With or without the bill, none of these projects will be guaranteed funding so you should continue to work through the traditional sources.
