Gov. releases details of mid-year local aid cuts

Using his “9C” budget-cutting authority, Gov. Deval Patrick today implemented a $128 million local aid cut for fiscal 2009, reducing the Lottery and Additional Assistance aid amounts for cities and towns by 9.74 percent.

The governor announced the cut last Friday at the MMA’s Annual Meeting, stating that he had avoided local aid reductions until he felt he had no other options.

This was the deepest cut contained in a multi-faceted plan to close a $1.1 billion deficit for the current fiscal year, a plan that also included significant draws from the state’s “rainy day” fund, use of anticipated federal aid, and $63 million in other cuts to the state budget – on top of $755 million in cuts made in October.

No other fiscal 2009 local aid accounts were reduced under the plan filed today.

In the face of a persistent fiscal 2009 shortfall, the House and Senate approved legislation on Jan. 14 granting the governor expanded authority to unilaterally make cuts to state budget accounts without further action by the Legislature.
