DLS posts updated Cherry Sheets

The Division of Local Services has posted amended fiscal 2010 Cherry Sheets that reflect reductions announced by the governor on Oct. 29 to close a projected state budget gap of $600 million.

The governor’s plans include spending reductions under Chapter 29, Section 9C, that would affect state aid to cities, towns and regional school districts. The Legislature would have to grant the governor the authority to make the 9C cuts.

These proposed reductions include an $18 million reduction to regional school transportation aid, a $514,000 cut to the regional public library appropriation, and a $284,000 cut to public library aid.

The 9C reductions include a $5.2 million cut to the charter tuition reimbursement account, although the Department of Elementary and Secondary Education estimates that the remaining balance of this account is sufficient to fully reimburse for this program.

Additional cuts submitted in a bill to the Legislature (H. 4303) include a $10.8 million reduction to the state-owned land program and a $5 million reduction to the Police Career Incentive Program. Since both of these reductions require legislative approval, the FY2010 Cherry Sheets will not be amended for these two programs until the Legislature takes action on the bill and it is signed by the governor. Once this occurs, local officials are advised that the amended fiscal 2010 Cherry Sheets must be used for tax rate-setting purposes.
