Walker wins Whitlock Scholarship

The Massachusetts Municipal Management Association has awarded its Whitlock Scholarship to Phoebe Walker, who is pursuing her master’s degree in public policy at the University of Massachusetts at Amherst.

For 15 years, Walker has served as the director of community services for the Franklin Regional Council of Governments. She works on projects important to the county’s rural towns, such as regional health inspection, regional building, plumbing, and wiring inspection, a regional town nurse program, a regional emergency preparedness program, and the Community Coalition for Teens.

As a scholarship requirement, Walker completed a study of the town of Groton’s transition to a strong town manager form of government in 2007. Her report, along with background materials, is available in the Resource Library of this Web site, under Municipal Governement.

The scholarship is named in honor of long-time Massachusetts town manager Gerry Whitlock, who mentored many young professionals entering the field of municipal management.
