MMPA honors Amy Foley with Skop Award

Concord Human Resources Director Amy Foley received the Massachusetts Municipal Personnel Association’s Emil S. Skop Award for 2009 during the association’s Dec. 11 meeting in Westwood.

The award recognizes outstanding contributions made in the field of municipal human resources management as well as superior contributions to the recipient’s community and the MMPA.

Foley, a member of the MMPA Board, served on the membership committee and revamped the association’s membership categories. She hosted and supervised an MMPA summer intern and provided assistance in producing a publication of recruiting resources for municipal human resources professionals.

Most recently, Foley chaired the MMPA’s Ad-Hoc Benchmark Committee, where she led the association’s effort to move from a paper-based wage survey to a Web-based compensation salary system.

Foley was commended for her consistent leadership, enthusiasm and good humor. Colleagues called her a consummate professional, one who is always willing to respond to questions, offer counsel and share her experiences.

Foley began working in Concord nearly 20 years ago as a personnel assistant. Previously she was a manager for McDonald’s Corporation and assistant personnel director for the Colonial Hilton Hotel.

Foley has an undergraduate degree from the University of Massachusetts at Amherst.

“Concord is very fortunate to have such a dedicated and skilled professional as our HR Director,” said Concord Town Manager Chris Walen. “Amy is a an insightful manager and a dedicated advocate for employees.”

In Concord, Foley directs recruitment and hiring, oversees employee benefits, develops organization training, makes sure that the town complies with personnel laws, and provides advice to department heads and the town manager’s office with respect to personnel issues.

“Amy’s professionalism and the insight that she has gained over her career in Concord consistently proves to be an invaluable resource to the town manager’s office and to all departments that look to our HR office for support,” said Concord Deputy Town Manager Douglas Meagher.

Emil Skop, for whom the award is named, was one of the founding members of the MMPA and served as its first executive secretary. He is remembered for his tireless efforts and dedication to the field of human resources.
