Regional Councils of Government

Currently Massachusetts has two regional councils of government that have taken the place of county government for cities and towns choosing to be members. These include both the Hampshire Council of Governments and the Franklin Regional Council of Governments. These two councils of government represent the only two counties to create regional councils of government however; other organizations are known as councils of governments but act as Regional Planning Agencies. While Franklin Regional Council of Governments is also a regional planning agency, planning needs of Hampshire Council of Governments members are met by the Pioneer Valley Planning Commission.
Hampshire Council of Governments
The Hampshire Council of Governments provides several programs including building inspection and zoning enforcement, cooperative purchasing, distribution of federal surplus equipment, health insurance for employees of regional local governments, short-term rehabilitation and long-term health care, and tobacco control. New initiatives include developing a program for providing lower cost electricity to the region and planning for development of the 106 acre Hampshire Park.[1]
Franklin Regional Council of Governments
The Franklin Regional Council of Governments provides a Community Coalition for Teens, a Cooperative Purchasing Program, Economic Development & Planning services, Emergency Preparedness, Engineering Services, the Franklin County Cooperative Inspections Program, Geographic Information Systems (GIS), Land Use Planning & Zoning, Natural Resources Planning, Regional Health, a Town Accounting Program, and Transportation Planning.[2]
