Job Description

The town of Swampscott seeks a qualified professional to serve as Town Assessor and Department Head of the Assessing department. This full-time (37.5 hours/week) position offers a salary range of $95,000–$105,000 and is appointed by the Select Board, reporting operationally to the Town Administrator and functionally to the elected Board of Assessors.

The Assessor is responsible for all statutory assessing functions, including valuation and classification of residential, commercial, industrial, and personal property; administration of motor vehicle and boat excise taxes; and compliance with Massachusetts General Laws and Department of Revenue regulations. The role oversees departmental operations, staff, budget, and contractors; manages cyclical revaluations and tax roll preparation; and represents the town before the Appellate Tax Board. The Assessor also advises town leadership on property values, tax policy, and revenue impacts, maintains accurate records, and provides professional, responsive service to residents and businesses.

Qualifications include a bachelor’s degree in a related field (or equivalent experience), at least five years of municipal assessing or appraisal experience with supervisory responsibility, and Massachusetts Accredited Assessor (MAA) certification or the ability to obtain it within two years. Evening meetings and field inspections are required.
