Description and Opportunity

In support of the city’s Principal Planner, the Associate Planner will be responsible for assisting in the formulation, execution and completion of the city’s core planning activities, with a focus on multidisciplinary, long-range planning studies and initiatives, including physical and policy planning, zoning and land use, urban design, development review, neighborhood and open space planning, transportation, economic development and environmental sustainability planning. The work of the Associate Planner will engage a broad range of the city officials and community stakeholders including residents, businesses, institutions, property owners, workers, and students.

Duties of the Associate Planner will include, but not be limited to:

  • Creating and implementing a sustainable transportation agenda and overseeing several transportation initiatives
  • Assisting the Principal Planner in setting the long-range planning objectives and coordinate a long-term vision for the city of Lynn that is equitable for the residents of the city and aligns with the Mayor and City Council’s goals
  • Collaborating with state and federal partners
  • Providing advice and support as well as collaborating on planning matters with other departments, including the Economic Development & Industrial Corporation, Community Development, Inspectional Services Department, Department of Public Works, Lynn Water & Sewer, Lynn Housing Authority & Neighborhood Development, Planning Board, Zoning Board of Appeals, City Council, and Mayor
  • Leading community engagement to solicit input and feedback, manage consultants/ consulting teams, and represent the city on broader projects, as needed
  • Seeking, preparing, and coordinating application and management of relevant grants, as well as state and federal funding opportunities
  • Managing projects of varying scale and magnitude – both internal and external – and effectively coordinate multiple, high-priority assignments
  • Attending and presenting at public meetings of various elected and appointed bodies and other public forums

The job will require participation in evening meetings, and flexibility to attend meetings and events on short notice, if needed. The position will report directly to the Mayor and his Chief of Staff.


The ideal candidate will possess considerable knowledge of the theory, principles and techniques of the planning profession and development process and will have experience deploying these skills in a diverse urban community to foster redevelopment and inclusive growth. This will be a highly visible position and the Associate Planner will be required to participate in many public meetings related to ongoing projects, make public presentations, and lead planning projects. Experience working directly with people from diverse racial, cultural, and socioeconomic backgrounds. The Associate Planner is expected to possess experience and expertise in utilizing traditional and non-traditional strategies to engage a broad spectrum of constituents.

Minimum Requirements
Bachelor’s degree in economics, environmental design, geography, political science, transportation planning, or urban planning at least three years of related work experi­ence; or any equivalent combination of education, train­ing and experience which provides the required knowledge, skills and abilities to per­form the essential functions of the job. Proficiency working with Microsoft Office and GIS software. Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, culturally, and socioeconomically diverse communities. American Institute of Certified Planners (AICP) Certification is also required.

Preferred Requirements
Master’s degree in urban planning, transportation planning, environmental planning, or a directly related field and more than five years of related work experience, preferably in a small-to mid-size city comparable in many ways to Lynn. Experience working with local elected officials and their appointed support staff. Experience with sustainable transportation systems planning, innovative mobility solutions and transit-oriented development will be considered a plus. Ability to communicate in a language in addition to English (examples: Spanish, Khmer, Russian, Portuguese) strongly preferred.

City Hall hours; evening and weekend meetings will be required.
