The city of Lowell is seeking qualified, experienced, and energetic candidates for the position of Associate Planner- Community Development within the Dept. of Planning & Development. This position reports to the Community Development Director and works within the Community Development team to support financial management of federal funds and monitoring for spending compliance. Researches new and innovative uses for federal funding to support the city’s goals for economic development, infrastructure, and green spaces, among others. Working with HUD on best practices, the Associate Planner – Community Development will maximize the impact of federal funds for city-sponsored projects. The successful candidate will have a bachelor’s degree in urban planning, public administration, public affairs, public policy, or related field or equivalent combination of education and experience required. Master’s degree preferred. Must demonstrate three to five years’ experience in a related field with direct experience with HUD funding programs, regulatory oversight, and financial compliance.
