America’s oldest seaport, the city of Gloucester is known throughout the world as an authentic, working waterfront community, a place of spectacular natural beauty, and home to a diverse population of about 30,000 residents. An important center for the fishing industry, Gloucester is also proud of its vibrant cultural life and rich art heritage as one of the premier art colonies in the United States. The city is a destination for thousands of visitors who visit the harbor and its beaches during the summertime. In recent years, Gloucester has been actively diversifying its traditional maritime economy. We are seeking an experienced, proactive municipal administrator to partner with the Mayor by providing direct support and supervision to the city management team and the operations of all city agencies. Key responsibilities include the development and management of an annual operating budget of 120 million for all city agencies; the development and management of a capital improvement budget; the preparation of policy, program and ordinance recommendations to advance the management of the city; the provision of indirect supervision to a city workforce of approximately 380 employees; and the development of positive working relationships with the City Council, School Department, city employees, and citizens of Gloucester. Leads the Mayor’s team in all key initiatives, including sound budgeting, excellent delivery of customer services, responsiveness, and the development of a highly professional workplace. Qualifications are a bachelor’s degree with 10 years municipal management experience preferred OR any combination of education, training and experience which provides professional qualifications as a municipal administrator; demonstrated skills in municipal finance, personnel administration, labor relations, community planning and intergovernmental relations preferred; advanced skills in communication, conflict resolution, and computer applications required; and a true commitment to the city of Gloucester.
