The city of Westfield seeking applicants for Treasurer/Collector. Responsible for billing, collection, processing, records keeping, and enforcement of all municipal taxes user charged including real estate, personal property and motor vehicle excise tax and collection of water/sewer bills and all other municipal receivables. Work includes recording all Treasurer’s receipts; providing recorded amounts to Auditing Department; investing available funds; safeguarding and reconciling all municipal bank accounts; disbursing municipal funds; borrowing funds for grant anticipation notes, bond anticipation notes; structuring long-term bond sales; reporting and payment of payroll taxes. Additional duties include, preparation of departmental budget; assisting in the preparation of the city’s annual budget and financial forecasts; and general responsibility to the Mayor relative to all financial affairs of the municipality.
Bachelor’s degree in business administration, finance, accounting or related field and three to five years of responsible experience in business or financial management; supervisory experience required; experience in municipal cash management desirable.
Ability to become and remain bonded. Must possess (or obtain within three years) from the Massachusetts Collectors and Treasurers Association certification as a Certified Massachusetts Municipal Treasurer and Certified Massachusetts Municipal Collector.
