Job Description

The Secretariat’s mission includes the production or preservation of primarily affordable rental and ownership housing – especially for low- to moderate-income individuals and households – in communities located throughout the state.

The Deputy Director of Housing Development will oversee a team of five staff. The Division of Housing Development is responsible for overseeing all aspects of privately-owned affordable and mixed-income rental and ownership housing portfolio receiving Executive Office of Housing and Livable Communities (HLC) funding assistance through 18 to 20 key funding programs, including the federal Low-Income Housing Tax Credit (LIHTC) program, the state LIHTC program, the federal HOME program, and state bond programs.

The Deputy Director guides staff in evaluating pre-applications and full applications for rental and homeownership funding and directs work related to preservation, in coordination with EOHLC’s quasi-public affiliate, CEDAC. The Deputy Director works closely with staff on state bond programs, matters related to Chapter 40B, including the Local Initiative Program (LIP) and will oversee the rollout of the new Housing OneStop application system.

The ideal candidate has demonstrated knowledge of the principles and practices of real estate financing, housing and portfolio management, and an understanding of the factors that influence the housing market. They enjoy both collaborative and independent work, understand program administration and oversight, and have demonstrated experience with federal and state housing programs and other Massachusetts housing programs and resources. Supervisory experience is preferred.
