Maine Municipal Association is seeking a qualified individual to fill the position of Director of Health Trust Services. Maine Municipal Association serves as the Plan Administrator for the Maine Municipal Employees Health Trust (MMEHT or Health Trust), a self-insured welfare benefit trust providing a wide variety of high quality, progressive employee benefits and services to municipal, county government and special district employees, retirees and their dependents throughout the state. This challenging senior level position is responsible for directing, planning, and coordinating all aspects of the MMEHT programs, including oversight of an experienced team of professionals managing the Health Trust’s benefit programs.

The Director of Health Trust Services reports to Maine Municipal Association’s Executive Director, and is responsible for maintaining a strong relationship with the Health Trust Board of Trustees. This position is responsible for directing the Health Trust’s strategic planning activities, and works closely with Maine Municipal Association’s Chief Financial Officer to develop the annual funding model (budget) for the Trust. This position is the primary contact with the Health Trust Board of Trustees and Health Trust advisors; prepares and coordinates agendas and background materials for all Health Trust Board and Committee meetings; and prepares the annual Plan Administrator evaluation for the Board. This position also maintains primary responsibility for managing contracts with the Health Trust’s third-party administrators and other vendors, as well as coordinating requests for proposals when necessary.

The ideal candidate will have a minimum of 10 years of broad based experience at the management level, with strong emphasis on employee benefit administration and service delivery, ideally in a self-insured environment. A bachelor’s degree is required, preferably in business administration, insurance or a related field. A graduate degree (J.D. or M.B.A.) is preferred. Must possess an in-depth knowledge and comprehension of ERISA and other federal and state regulatory provisions governing the Health Trust, including the Maine MEWA statutes, as well as in-depth knowledge of the federal Affordable Care Act, in particular its implications for plan sponsors and large employers. Must have experience in interpreting utilization data, analyzing financial information, and developing and implementing strategic plans. Must have the ability to work in a team environment. Experience in vendor management, member service call center operations, eligibility and billing systems, benefit plan design, and health education and promotion is strongly desired. Strong communications, organization, and interpersonal skills required. Advanced skills in Microsoft Office including Word, Excel and PowerPoint, a plus.
