Job Description

The Human Resources Director at Norfolk County is responsible for the overall management and leadership of the HR function for the county, ensuring the effective administration and coordination of human resources services for all county departments. This position will lead the development and implementation of policies and programs related to employee recruitment, retention, performance management, compensation, benefits, and employee relations. This position reports to the County Director. The HR Director plays a key role in promoting a positive, inclusive, and productive work environment.

  • Provide strategic leadership for the Human Resources department
  • Supervise, mentor, and evaluate HR Specialist fostering a team-oriented and collaborative work environment.
  • Develop and implement HR policies and procedures to ensure compliance with relevant laws and regulations.
  • Oversee the recruitment process for all county positions
  • Develop strategies for attracting a diverse pool of candidates and ensure equitable hiring
  • Advise department heads and managers on HR-related matters
  • Investigate and resolve employee complaints and grievances in a fair and impartial manner.
  • Ensure compliance with all labor laws, regulations, and collective bargaining agreements.
  • Administer the county’s compensation and benefits programs
  • Oversee the management of benefits administration
  • Oversee the performance evaluation process for all employees
  • Work with department heads to implement performance improvement plans
  • Manage relationships with labor unions.
  • Facilitate with Labor Council, and County Director.
  • Ensure a safe and healthy work environment by overseeing workplace safety programs
  • Coordinate safety training and incident reporting procedures.
  • Maintain accurate HR records,

Qualifications:

Education and Experience:

  • Bachelor’s degree in human resources, business administration, public administration, or a related field; SHRM certified
  • Minimum five to seven years’ HR experience, with at least three years in a leadership or managerial role, preferably in a municipal or government setting
  • Experience in labor relations, collective bargaining, and public-sector employment law

Knowledge, Skills, and Abilities:

  • In-depth knowledge of federal, state, and local employment laws and regulations (e.g., FMLA, ADA, EEO, etc.).
  • Strong understanding of public sector HR practices
  • Excellent interpersonal and communication skills
  • Strong organizational and time management skills
  • Proficiency in HR software, Microsoft Office Suite and Tyler Technologies/Munis.

Physical Requirements:

  • Ability to sit for extended periods, use a computer, and perform general office duties.
  • Occasional travel to various locations and meetings.
