The city of Framingham seeks an experienced and accomplished planning and development professional to lead its Planning and Community Development Division. The division shall be responsible for the coordination of all of the duties and responsibilities related to planning, conservation, community and economic development activities. The Director will oversee the city’s local development to include permitting, regulatory programs, conservation and community development block grant programs. The Director will ensure that development and projects occur consistent with community plans and meets the goals of neighborhood preservation and protection. This is a senior management position reporting to the Mayor through the Chief Operating Officer and working closely with the City’s Planning Board, ZBA, Historic Commission, Conservation Commission, and other boards, commissions and stakeholders inside and outside of city government to move projects forward. The Director exercises considerable independent judgment and initiative under the policy direction of the Mayor and supervises a staff of professional planners, administrators and technical consultants.
Expert knowledge of community planning, housing, and land use management tools and best practices. Working knowledge of commercial real estate and the elements of a successful real estate development. Candidates should also possess strong strategic planning, implementation, leadership, interpersonal, problem solving, and decision-making skills. Experience with comprehensive plan development is desirable. Ideal candidate will have strong skills in negotiating, brokering solutions, interpersonal communications and managing complex projects. Abilities include high level problem identification, conflict management and resolution, brokering solutions among stake holders, and consensus building.
Requirements: master’s degree in urban planning or related field; seven to 10 years of progressively responsible experience in municipal planning; significant economic development experience; three years of experience in a supervisory capacity; or any equivalent combination of education, training and experience.
