District Treasurer Position (Part-time)
The Ayer Shirley Regional School District is seeking a District Treasurer. The Treasurer serves as the districts’ cash manager and maintains custody of all funds and is responsible for depositing, investing, and disbursing monies. The Treasurer must manage the districts’ financial resources to ensure the availability of cash to pay obligations as they become due. In addition, the Treasurer is responsible for borrowing money, subject to the direction of the School Committees, and overseeing banking services.

Job Requirements:
Bachelor’s degree in business, finance, or accounting is preferable. Minimum of five years in school, municipal, or business financial management or accounting setting.
Able to commit about four to eight hours per week year-round, with hours varying based on the needs and the timing of the financial cycle. Position can be a combination of remote and on-site as needed.

Specific duties include:
Facilitate timely cash reconciliations and balance all accounts to complete orders.
Act as a signatory for Districts’ bank accounts where necessary.
Invest and monitor all monies in safe depository accounts
Monitor and project cash flow to assure that funds are available to meet payrolls and monthly warrants.
Assure transfer of funds from interest-bearing accounts to cover payrolls, payroll taxes, and warrants.
Oversee all Trust and Agency accounts including disbursements and replenishing Student Activity Accounts.
Prepare Treasurer’s Report showing receipts disbursements with resulting cash and investment balances at a frequency requested by the School Committees
Prepare quarterly and yearly reports to Commonwealth of MA Division of Local Services including Treasurer’s Year-End Report, Cash Reconciliation and Statement of indebtedness.

Debt Management:
In conjunction with the District Business Manager, request bids from banks for borrowing to meet short-term cash flow needs.
In conjunction with the District Business Manager, interface with bond counsel and banks in order to obtain long-term financing for school district projects.

Cash Management:
Keep a duplicate set of records as to receipts and disbursements and verify such with the district records.
Review all receipts collected; assure proper deposit of all district funds, and record on the cash management Spreadsheet.
Collaborate with the Director of Finance to prepare monthly bank reconciliations for all bank and investment accounts.
Invest district funds consistent with state and school district policies to maximize the amount of interest earned.
