Pepperell, MA (11,700), seeks a Business Manager to oversee all business operations within the Dept. of Public Works, including four enterprise funds (Water, Sewer, Stormwater, Transfer Station), specifically in the areas of finance, procurement, and budgeting. This position is responsible for the administrative work and staffing as it relates to municipal utilities including billing, accounts payable / receivable, customer service, rate setting, and budgets. The successful candidate will also manage associated grant opportunities and applications, as well as administering capital programs within the DPW.
Ideal candidate will have a BS in business administration or related degree; 10 years-experience working in a municipal utility environment, preferably supervisory, with a minimum of five years of experience in municipal finance and budgeting; working knowledge of municipal utility operations and maintenance; or any equivalent combination of education and experience. Experience and knowledge of utility billing and accounting software, State Revolving Funds (SRF), municipal procurement procedures including bid/RFP requirements preferred.
