The Town of Carlisle is seeking a highly qualified professional to fill the full-time position of Town Finance Director/Treasurer-Collector for administrative, supervisory and technical work involving the receipt and disbursement of all town funds; the investment and borrowing of money; the collection of taxes; and financial projects. The Finance Director/Treasurer-Collector works under the policy direction of the Board of Selectmen and the administrative direction of the Town Administrator, with duties and responsibilities defined by town policies and bylaws and applicable provisions of Massachusetts General Laws.

Performs highly responsible duties of a complex nature, which require considerable exercise of initiative and judgment particularly with reference to the timely investment of funds and the borrowing of money within guidelines established by statute and professional standards. The position requires knowledge of municipal accounting, Massachusetts municipal finance laws, and thorough understanding of accounting systems and state and federal regulations.

Performs essential functions and duties identified in the job descriptions to ensure fiscally responsible practices and operations; to provide oversight for all fiscal services functions; and to advise and assist the Board of Selectmen, Finance Committee and the Town Administrator in strategic planning, special projects and programs. The position requires excellent customer service and communication skills.

Master’s degree preferred in accounting, finance, or related field; five years of responsible experience in accounting or financial management, preferably in a municipal setting; or an equivalent combination of education and experience.
