Performs administrative and supervisory functions within the scope of Human Resources to include employee recruitment and retention, labor relations, workers’ compensation, payroll, benefits and leaves. Works under the general direction of the Mayor or his/her designee. Performs varied and highly responsible duties of a complex nature requiring comprehensive knowledge of public personnel practices and regulations in conformance with the state, federal and local laws, relevant collective bargaining agreements, and policies and procedures. Participates as the Mayor’s representative in the negotiations of labor contracts. Administers labor service, workers compensation and benefit functions for the city. Has regular contact with employees, city council members and governmental agencies. Acts as a CORI officer for the city. Reviews all pre-employment screening physicals. At the Mayor’s discretion, hears grievances and mediates labor matters. Maintains the central personnel files for general government and public safety employees. Inputs new employees into the timekeeping system (KRONOS). Acts as the FMLA Officer for general government and public safety employees. Monitors and reviews current personnel policies, job classification and salary structures. Coordinates recruitment efforts and provides orientation materials for all newly hired employees.  Manages performance evaluation process under the direction of the Mayor, and ensures evaluations are completed in totality and on time. Bachelor’s degree in management, political science or public administration with a minimum of seven to 10 years’ experience in a discipline applicable to the position and responsibilities within a municipal environment. Equivalent degree and/or required experience may be considered. Master’s degree preferred. $82,000 – $97,500 compensation commensurate with experience.
