The town of Duxbury is seeking qualified candidates for a full-time benefit-eligible Human Resources Manager position to provide comprehensive support across all areas of municipal HR operations. This role manages recruitment, including job advertising, applicant tracking, interviews, background checks, onboarding, and benefits enrollment. The position administers leave programs, drug and alcohol testing compliance, workers’ compensation, and unemployment. Responsibilities also include benefits and insurance administration for employees and retirees, vendor payments, and individualized benefits counseling. The role maintains HRIS, ATS, personnel records, databases, and town HR-related webpages, while preparing reports, correspondence, and required regulatory filings. The position supports compensation, classification, performance evaluation, and collective bargaining research.

Additionally, the role coordinates employee communications, training, recognition programs, and professional development initiatives, provides analytical benchmarking support, assists the public and staff as a first point of contact, and delivers training on HR systems and protocols.

Education and Experience: College degree with three to five years of human resources experience or any equivalent combination of education, training, and experience which provides the required knowledge and skills to perform the essential functions of the job.

Salary Range: $29.97 to $40.46 per hour. Actual pay based on qualifications.
