PRIMARY DUTIES

Responsible for all aspects of construction management under the Lead Paint & Healthy Homes Program. This is a high volume grant program addressing approximately 100 units per year over a 42-month period. This position requires a highly organized and personable individual. The incumbent must be compassionate to low-income, minority and disabled individuals and be able to mediate between contractors, tenants and landlords; must be knowledgeable in HUD, OSHA, state, local code and other regulations as they pertain to construction, lead paint and other health and safety hazards; able to work in variable and often undesirable housing conditions; candidate will conduct outreach and connect clients to other community resources. Responsible for designing specifications for construction projects, ranging from a few thousand to hundreds of thousands dollars. Must ensure scope of work uses the most cost effective methods resulting in the greatest benefit to the occupants.

QUALIFICATIONS

Bachelor’s degree in environmental health, public policy, business administration, or related field; must be certified or obtain certification as a Lead Paint Abatement Contractor within three months of acceptance of this position. Must have completed training in technical writing, estimating, engineering concepts and be well versed in building, fire, life safety, plumbing, and electrical codes. Must possess valid drivers’ license. Proficient in use of personal computers and software to do requirements of this position. Knowledge of Public Administration/Municipal Government. Spanish speaking abilities a plus. Coursework/training/experience in HUD funded programs, ERR, DOL wage rate, Asbestos, Lead-Paint, Mold, and Construction.
