The city of Watertown seeks a highly qualified, skilled manager to fill the position of Purchasing Agent. Appointed by the City Manager, the Purchasing Agent oversees all purchasing functions as authorized by the laws of the Commonwealth under Chapter 30B. Responsible for bid procedures, the procurement of goods and services, RFP and contracts, maintenance of records, approval of invoices for payment, managing vendors. Supervises department staff and manages the day to day operation of the Purchasing Department. Responsible for a variety of special projects as required by the City Manager. Qualifications: Bachelor’s degree in business, accounting or a related field and three to five years of public purchasing related experience or an equivalent combination of education and experience. Must have knowledge of the Uniform Procurement Codes and MGL Chapter 30B. Certified as a Massachusetts Certified Public Purchasing Official preferred. Demonstrated ability to interpret laws and regulations and apply them to individual situations; ability to establish and maintain cooperative working relations with internal and external customers; ability to communicate effectively. Proven ability to manage a small department and staff effectively. Proficient with Microsoft Office computer skills, including word processing, spreadsheets, databases, and software specific to the Purchasing Department. Operational background with MUNIS software strongly preferred. Salary Range: $87,500 – $98,650 per year DQE plus excellent benefits.
