This is a Department Head level position, under general supervision Executive Department. This position serves as the city’s Chief Procurement Officer. Responsible for all purchases of, and contracts for, supplies and contractual services, design and construction, sale and purchase of real property, and disposition of property which has been declared surplus. Provides the city’s operating departments with goods, services and design and construction contracts used to deliver city services and products. The work involves development and oversight of procurements and conducting them in a legal, fair and competitive manner, in compliance with Massachusetts General Law and established procurement practices. Ensures contract compliance with specifications, procurement documents and all applicable local ordinances and state laws. Additionally is responsible for the administration of parking violations for the city and Mount Wachusett Community College, administration and collection of all animal control and civil violations from city departments, and serves as the city’s Parking Clerk and Municipal Hearings Officer. Qualifications:

  • Comprehensive knowledge of contemporary and effective procurement practices, applicable purchasing regulations.
  • Knowledge of MA General Laws related to public procurement.
  • Knowledge and ability to interpret MA General Laws related to parking and civil violations.
  • Knowledge of contract law and the contracting process and associated local, state, federal and other regulations.

Requirements:

  • Bachelor’s degree in business administration or related field;
  • Five years in a procurement management position, including some in a supervisory capacity; or any equivalent combination of education and experience.
  • Must be a Massachusetts Certified Public Purchasing Official.
  • Supervisory experience.
  • Must possess a valid driver’s license.
