We are currently accepting applications for the full-time (35 hours per week) position:

Targeted Economic Development Specialist

Starting Salary Range: $52,000 – $62,000

General Purpose:

Coordinating and implementing strategies for attracting and retaining businesses in the Merrimack Valley with an emphasis on the communities of Lawrence, Andover, and North Andover.

Supervision Received:

The employee will work under the direction of the Executive Director or appointee

Essential Duties and Responsibilities

  • Provide direct support in implementing Lawrence, Andover, and North Andover’s Targeted Economic Development Strategy.
  • Assist in the development and implementation of a various economic development strategies including Merrimack Valley’s Comprehensive Economic Development Strategy.
  • Assemble and maintain demographic data and economic profiles for communities in the region.
  • Assemble and maintain information on existing businesses and available properties.
  • Provide recommendations on economic development opportunities and grant availability as directed.
  • Understand and communicate economic and community development best practices.
  • Help develop partnerships within the community to facilitate and promote opportunities.
  • Assist local organizations, businesses and individuals to take advantage of economic development opportunities and incentive programs.
  • Conduct surveys and research on market opportunities.

Qualifications

Knowledge, Skills and Abilities

  • Focus group management
  • Demonstrated comfort and experience in public speaking
  • Ability to perform basic research and analyze data using acceptable research practices, and to formulate alternatives and recommendations.
  • Ability to prepare written and graphic materials; to compose clear and concise reports; to prepare and make presentations; and to communicate effectively, orally and in writing, with citizens, professional peers and elected officials.
  • Basic proficiency in word processing (Office 365) and knowledge of spreadsheet computer applications required.
  • Ability to operate a motor vehicle.

Education and Experience

  • Four-year degree in business, public administration, urban planning or a related field preferred
  • Demonstrated experience associated with business development in one or more areas such as commercial, manufacturing and industrial development, and/or experience in community planning and development in a municipal environment
  • Any equivalent combination of experience and additional education or training that provides the knowledge, skills, and abilities to perform this work.
  • Experience with Massachusetts projects is preferred.
  • Preference for someone with local knowledge and contacts in the lower Merrimack Valley region
  • Cultural fluency and Spanish speakers preferred

Licenses, Certifications, and Registrations
Must possess and maintain a valid Massachusetts Driver’s license.
