TITLE 5 INDEPENDENT CONTRACTOR

QUABBIN HEALTH DISTRICT:

The Quabbin Health District, a MGL Chapter 111, Section 27A District comprised of the towns of Belchertown, Pelham, and Ware is accepting applications for a temporary, non-benefitted, Title 5 Contractor.

POSITION OVERVIEW:

The Title 5 Independent Contractor reports to the Director of Public Health and provides code enforcement support for issues related to the Massachusetts Environmental Code Title 5 and various tasks associated with onsite wastewater treatment and disposal.

The Contractor oversees soil evaluations and determines groundwater elevations, witnessing percolation tests, and documenting results on Massachusetts Department of Environmental Protection (DEP) approved forms; reviewing proposed system installation plans; doing final inspections on septic system installations prior to backfilling; and providing guidance to the district and local boards of health in their deliberations on variance requests and local upgrade approvals. Attendance at Board of Health meetings may be required at times.

 MINIMUM QUALIFICATIONS:

 Education, Training, and Experience:

• B.S. degree in environmental science, civil or sanitary engineering, or a related or equivalent field.
• DEP Licensed Soil Evaluator.
• DEP Licensed Septic System Inspector.
• Registered Sanitarian, Civil or Professional Engineer.
• Any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
• Must have a valid Massachusetts driver’s license.

 Knowledge, Ability, Skill:

 Knowledge:

• Thorough and expert knowledge of federal, state, and local laws, rules and regulations pertaining to public health, environmental safety, and sanitation.
• Thorough knowledge of inspection and enforcement processes pertaining to septic systems and an understanding of innovative and alternative septic treatment methodologies.
•  Extensive knowledge of Title 5, Massachusetts septic system rules and regulations.

 Ability:

• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to interact in a positive and effective manner with soil evaluators, engineers, septic installers, property owners, facility owners, citizens, and the general public.
• Ability to communicate effectively, orally and in writing.
• Ability to execute oral and written instructions in a precise manner.
• Ability to use a computer, a telephone and standard office equipment.
• Ability to use field equipment pertaining to inspection of septic systems including, but not limited to, tape measures, levelers, and survey equipment, if applicable and available.

SALARY:

This position can earn up to $40,000/year. This is a non-benefitted position. Hours are flexible, depending on Contractor’s schedule to complete designated work from the district. Soil evaluation, including percolation testing, is $300/site; septic plan review is $100/plan review; and septic system final inspection is $100/site. Attendance at a Board of Health meeting, if required, is $25/Board meeting.
