Palmer (12,100 pop.), is seeking an innovative and energetic municipal management professional with excellent leadership and communication skills to serve as its next Town Manager. This vibrant and inclusive community has four separate and distinct villages. Located in Hampden County, it is approximately 15 miles from Springfield and 74 miles from Boston. Palmer is primarily residential with large areas of open space as well as various business and retail districts located in the villages and along major thoroughfares. Palmer is led by a seven-member Town Council and has a FY19 budget of approximately $37 mil. The successful candidate will have a bachelor’s degree in public administration or related field and at least five years of relevant experience or a master’s degree in public administration or related field and three years of relevant experience. Demonstrated skills and abilities should include municipal finance and budgeting, sustainable economic development, personnel administration, and project management. Candidates should have a proven record of leadership and strategic vision, be team oriented and able to build collaborative relationships with appointed/elected officials, citizens, and town employees. The successful candidate will receive an attractive compensation package including health and retirement plans and an annual salary of $140K+/-, commensurate with qualifications and experience.
