The Executive Office of Housing and Livable Communities has posted the Consolidated Annual Performance Evaluation Report for federal fiscal year 2025.

The CAPER is an annual document that state and local governments must submit to the U.S. Department of Housing and Urban Development. While larger communities submit their consolidated plans directly to HUD, the state’s 314 “non-entitlement” communities submit their project metrics, data and expense tracking to the state (EOHLC), which then compiles the data into a statewide consolidated plan.

The CAPER represents completion metrics, expenditures, and benefits for project funding from July 1, 2025, through June 30, 2026, under five formula grant programs supported by HUD: Community Development Block Grant; HOME Investments Partnerships Program (HOME); Emergency Solutions Grants; Housing Opportunities for Persons with AIDS; and Housing Trust Fund.

Before submission to HUD, the CAPER must undergo a mandatory 15-day comment period. Comments may be directed to [email protected] through Oct. 1.

Once a CAPER is approved by HUD, municipalities can use the dataset for new grant applications.

The Executive Office of Housing and Livable Communities expects to submit the final CAPER to HUD on Oct. 2. The final CAPER may reflect input received during the comment period.

The CAPER was posted on Sept. 16.
