State opens expression of interest period for ECO One Stop

The Executive Office of Energy and Environmental Affairs announced that it will open its expression of interest period for the Environment and Climate One Stop (ECO One Stop) program on Sept. 8.

ECO One Stop, launched last December, is a streamlined grant application for climate and environmental resilience projects in Massachusetts.

The expression of interest (EOI) period will run through Oct. 16.

The EOI process is optional, but highly recommended, for applicants considering submitting an application to ECO One Stop for fiscal 2028.

Submitting an EOI allows applicants to provide a summary of their project idea and receive early feedback from relevant grant program staff before the formal application period begins in early 2027. This initial step is completed through a simple online form that will be posted on the ECO One Stop website.

This year, potential applicants can submit up to two EOIs, with the exception of regional planning agencies, which are permitted to submit up to four EOIs.

The Executive Office of Energy and Environmental Affairs notes that staff may not be able to provide feedback on project ideas that come in after the EOI deadline.

EOI overview webinar
On Sept. 15 at 11 a.m., the office will host a webinar to provide an overview of the EOI submission and feedback process, including updates made to the process for this year’s round. EEA staff will discuss the EOI submission form and the feedback call process, and will reserve time to answer attendee questions.

Project type webinars
In addition to EOI feedback calls, the office will be hosting a set of webinars this fall focused on popular ECO One Stop project types. The webinars, offering guidance for potential applicants, will cover the following project types:
• Land Use Planning, Oct. 27, noon-1 p.m. (register)
• Stormwater Management, Nov. 3, noon-1 p.m. (register)
• Culvert/Small Bridge Upgrade or Removal, Nov. 10, noon-1 p.m. (register)
• Dam/Levee Repair, Upgrade or Removal, Nov. 17, noon-1 p.m. (register)
