Gov. Maura Healey has signed a bill that outlines the state borrowing terms to fund a $1.4 billion fiscal 2027 transportation bond law.

The transportation bond package authorizes $300 million for the Chapter 90 local road and bridge maintenance program, as well as the following infrastructure investments:
• $500 million for the Massachusetts Department of Transportation’s Bridge and Pavement Lifecycle Asset Management Programs
• $200 million for transportation improvements that support expanded housing development
• $200 million for a new Parkway Resilience Improvement and Safety Modernization (PRISM) investment program
• $200 million for the MBTA’s Rail Reliability Program

The Legislature sent the terms bill to the governor on July 31, and she signed it on Aug. 6.

The Massachusetts Department of Transportation has been accepting applications for Chapter 90-eligible projects, but reimbursements could not be issued until the governor signed the associated terms bill.
