Salary Range: $98,000 – $110,000 (Depending on Qualifications)

Position Summary
The town of Pembroke is seeking a highly qualified, dynamic leader to serve as the Assistant Town Manager (ATM). Under the general direction of the Town Manager, the ATM serves as a key member of the executive leadership team. This role provides day-to-day administrative oversight for municipal departments, manages special strategic initiatives, and drives community-wide policy implementation. The Assistant Town Manager assumes full operational command of municipal functions in the temporary absence of the Town Manager.
Essential Duties and Responsibilities
- Operational Oversight: Coordinates and evaluates daily operations across various town departments to ensure efficient service delivery.
- Budget and Finance: Assists in preparing the annual operating budget, Capital Improvement Plan (CIP), and long-range financial strategies.
- Project Management: Leads high-profile municipal initiatives, grant programs, and regional collaborations.
- Community Relations: Resolves complex constituent concerns and acts as a transparent liaison to residents, local business owners, and community boards.
- Labor Relations: Participates in collective bargaining processes, grievance resolution, and modern human resources program management.
Minimum Qualifications
- Education: A bachelor’s degree in public administration, business administration, political science, or a closely related field is preferred.
- Experience: Minimum of five years of progressively responsible municipal management experience, ideally operating as a department head or assistant administrator.
- Skills: Proficient in municipal operations, public procurement regulations.
- Communication: Exceptional verbal and written presentation skills required for formal public hearings and community engagement.
