Job Description

The town of Andover is seeking an experienced, collaborative, and service-oriented professional to lead its Building and Zoning Division. The Building Commissioner provides strategic, administrative, and technical leadership and serves as the town’s Inspector of Buildings and Zoning Enforcement Officer.

The Building Commissioner oversees permitting, plan review, inspections, code enforcement, zoning enforcement, and customer service while supervising division staff and managing operational priorities and the division budget. The position administers and enforces the Massachusetts State Building Code, M.G.L. c. 143, the town’s zoning and general by-laws, and other applicable laws and regulations.

The Commissioner reviews development proposals, coordinates interdepartmental review processes, and provides technical guidance to applicants, property owners, contractors, design professionals, residents, boards, and commissions. The successful candidate will promote consistent, efficient, and customer-focused service while exercising sound judgment in interpreting and enforcing complex technical and regulatory requirements.

Candidates should have a bachelor’s degree in a related field and at least seven years of progressively responsible experience in building construction, design, inspection, code administration, or a related area, including supervisory or management experience. Massachusetts certification as an Inspector of Buildings/Building Commissioner, or eligibility for conditional appointment, is required.

Salary Range: $120,000–$140,000
