City Engineer

Job Description

The city of Watertown is seeking a highly motivated and skilled engineering professional to serve as the next City Engineer. Reporting to the Director of Public Works, the City Engineer performs advanced civil engineering work related to the planning, design, construction, maintenance, and management of municipal infrastructure and public works projects. The position oversees the city’s engineering, surveying, and mapping functions; supervises a staff of four full-time employees within the Engineering Division; and manages engineering consultants engaged in city projects. This is highly visible, senior position within the DPW. The successful candidate will possess strong project management, community engagement, collaboration, and problem-solving skills, along with the ability to effectively manage multiple priorities and stakeholders.

The City Engineer supervises the design, survey, inspection, and construction of city-owned infrastructure; provides engineering, planning, and funding support for capital improvement projects; reviews and approves engineering and surveying aspects of development proposals; and oversees the issuance of engineering-related permits. The position provides technical assistance to municipal boards, commissions, and departments; represents the city before committees, regulatory agencies, and courts as required; manages engineering records, assets, and GIS resources; and utilizes technology to support the planning and implementation of municipal projects. The City Engineer also participates in all phases of public procurement, including bidding, contract administration, and project documentation; coordinates with consultants and contractors to ensure successful project delivery; resolves project and contract-related issues; and performs other related duties as assigned. This position also has one of nine seats on the Traffic Commission.

MINIMUM QUALIFICATIONS: Bachelor’s degree in civil engineering, professional engineer certification or ability to qualify for PE designation within one year of appointment; Seven to ten years of experience in a municipal or public sector setting preferred; MCPPO certification strongly preferred; Proficiency in Microsoft Office suite, Bluebeam, and Autocad platforms a necessity.

SALARY: The FY27 anticipated hiring range is $148,918 to $164,418. Per M.G.L, the full 17 step range, is $148,918 to $204,433 Starting above Step 1 is dependent on qualifications and experience.
