The town of Salem, NH is seeking an experienced Civil Engineer to serve an internal staff resource for projects and perform a variety of engineering and technical functions, under the administrative direction of the Deputy Director of Municipal Services, Engineering Division.

Salary: $85,837 – $116,903

What You’ll Do: Under the direction of senior leadership, this position is responsible for the management, oversight, and execution of municipal infrastructure and capital improvement projects. The role includes full-cycle project administration from planning and design to construction oversight and final acceptance. The incumbent serves as the town’s representative for engineering projects, coordinating with consultants, contractors, residents, regulatory agencies, utility companies, and internal departments to ensure successful project delivery.

  • Oversees roadway and infrastructure reconstruction projects, including budget control, scheduling, permit compliance, consultant oversight, and interdepartmental coordination.
  • Participates in the design and engineering of public works projects such as roads, drainage systems, utilities, bridges, and municipal buildings; provides field engineering and inspection during construction phases.
  • Leads multidisciplinary project teams and provides technical review and guidance throughout project development and execution.
  • Prepares and manages permits with local, state, and federal agencies (e.g., NHDES, NHDOT, EPA, Army Corps of Engineers), ensuring all regulatory obligations are met.
  • Acts as the town’s liaison with utility providers and property owners, managing utility relocations and easement acquisition processes.
  • Serves as the primary point of contact for residents affected by public works projects, addressing concerns, facilitating communication, and negotiating resolutions.
  • Supports the implementation of EPA MS4 permit requirements, stormwater mitigation strategies, impaired waters remediation, and related infrastructure projects.
  • Provides engineering support and consultation to other town departments and Boards; assists with design review, construction monitoring, and interdepartmental initiatives.
  • Assists in maintaining records, updating the town’s asset and pavement management databases, and ensuring documentation of as-built conditions.
  • Represents the town in meetings with boards, committees, engineering consultants, and governmental agencies.

SPECIFIC REQUIREMENTS FOR THE POSITION:

  • Bachelors degree from an accredited college or university in the field of civil engineering or a related field.
  • Minimum of five to seven years’ experience with increasing responsibility in a civil engineering or construction environment dealing with the design and construction of municipal infrastructure projects.
  • Professional Engineer’s License preferred but not required
  • Demonstrated three to five years’ experience in the design and inspection of roadway and utility construction, including familiarity with survey techniques associated therewith.
  • Demonstrated experience in contract administration and management.
