Salary: Up to $114,246 Annually

Norfolk County is seeking an experienced and collaborative Human Resources Director to lead and oversee all HR functions for County departments. Reporting to the County Director, this position provides strategic HR leadership while promoting a positive, inclusive, and productive workplace.

Key Responsibilities

  • Lead HR operations, policies, procedures, and compliance
  • Oversee recruitment, hiring, onboarding, and retention
  • Administer compensation, benefits, retirement, and wellness programs
  • Advise department heads on employee relations and performance management
  • Manage labor relations, collective bargaining matters, complaints, and grievances
  • Ensure compliance with employment laws, collective bargaining agreements, OSHA, ADA, FMLA, and EEO requirements
  • Supervise and support HR staff
  • Maintain accurate personnel records and compliance documentation

Qualifications
Bachelor’s degree in Human Resources, Business/Public Administration, or related field; SHRM certification preferred. Minimum five to seven years of HR experience, including three years in a leadership role. Public-sector, labor relations, and collective bargaining experience highly desirable.
