The town of Boxford is seeking a motivated and talented professional to serve as its Engineering Project Manager within the Department of Public Works.

This is an exciting opportunity for an engineering professional who is passionate about public infrastructure and municipal service. Working under the direction of the DPW Superintendent/Town Engineer, the Engineering Project Manager will play a key role in planning, designing, procuring, and overseeing a wide variety of public works and capital improvement projects that directly impact the quality of life in the community.

The Department of Public Works is responsible for maintaining the town’s roads, drainage systems, municipal facilities, parks, and other public assets. This position offers the opportunity to contribute to meaningful projects and work collaboratively with town staff, residents, consultants, contractors, and local boards and committees.

About the Role
The Engineering Project Manager provides professional engineering and project management support for the town’s capital improvement program and public infrastructure initiatives. The position assists with project planning, engineering design, procurement, construction oversight, and infrastructure management.

Projects may include roadway reconstruction, drainage and culvert improvements, municipal building repairs and renovations, parks and recreation facilities, traffic safety enhancements, stormwater management initiatives, and other public works projects. The successful candidate will have opportunities to assume increasing responsibility for project coordination and management while working closely with the DPW Superintendent/Town Engineer.

Key Responsibilities

  • Assist in planning, designing, and managing public infrastructure and municipal facility projects.
  • Prepare engineering drawings, specifications, cost estimates, and bid documents.
  • Support roadway reconstruction, drainage improvements, culvert replacements, and municipal building projects.
  • Perform field inspections and assist with infrastructure assessments and surveys.
  • Review site plans, engineering reports, and stormwater management studies.
  • Support Chapter 90 roadway funding applications, reimbursements, and reporting requirements.
  • Assist with Municipal Separate Storm Sewer System compliance and related regulatory programs.
  • Support administration of the town’s solid waste and recycling programs.
  • Monitor construction activities to ensure compliance with plans, specifications, permits, budgets, and town standards.
  • Coordinate with contractors, consultants, town departments, regulatory agencies, and residents throughout project implementation.
  • Assist with procurement and contract administration activities, including RFQs, RFPs, IFBs, and contractor selection processes.
  • Support implementation and tracking of the town’s Capital Improvement Plan.
  • Coordinate project communications and public outreach efforts.
  • Attend meetings of Town boards, committees, and public groups as needed.
  • Assist with long-term infrastructure planning and perform related duties as assigned.

Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a closely related field.
  • Two to five years of progressively responsible experience in civil engineering, construction management, infrastructure design, project management, or a related field.
  • Entry-level candidates with relevant internships, co-op experience, or significant related coursework may also be considered.
  • Engineer-in-Training (E.I.T.) certification preferred or ability to obtain within one year of hire.
  • Valid Massachusetts Class D Driver’s License.
  • OSHA safety certification or ability to obtain within one year of hire.
  • Massachusetts Soil Evaluator License preferred.
  • Experience with AutoCAD Civil 3D, GIS, or related engineering software desirable.
  • Strong organizational, communication, analytical, and project management skills.
