Job Description

The city of Lowell is seeking qualified, experienced, and enthusiastic candidates for the position of Executive Director GLWB. Reporting to the MassHire Greater Lowell Workforce Board (GLWB) Chair, Executive Board and Lead Elected Official (City Manager, Lowell) the Executive Director (ED) will have overall strategic and operational responsibility for GLWB programs and staff, planning and implementation of initiatives, performance monitoring and overall compliance with state and federal regulations, including the Workforce Innovation and Opportunity Act (WIOA). Working in conjunction with the Fiscal Officer, the ED will have responsibility for oversight and administration of the federal and state funds awarded to the Region and oversight of the One-Stop Career Center Operator (MassHire Lowell Career Center). Advanced degree, an MBA or masters, with at least five years of senior management experience preferred (a bachelor’s degree with 10 years in a senior management position may be considered) Workforce development or economic development experience required. Salary range: $113,414.00 (min) to $ 133,214.52 (max) annually. 35 hours/week.
