Job Description

The town of Dover is seeking a senior-level Town Engineer to lead engineering operations within the department of Public Works. This is a high-responsibility, independent position overseeing the design, bidding, and construction management of infrastructure projects such as roads, drainage systems, culverts, municipal buildings, parks, and cemeteries. The role also ensures compliance with MS4 stormwater permits, performs technical reviews of private development, and provides expert engineering guidance to town officials.

Job Responsibilities include:
• Lead survey, design, and construction for public works projects
• Oversee contractor and consultant performance
• Ensure compliance with state/federal stormwater regulations (MS4/NPDES)
• Review development plans and provide technical expertise at public meetings
• Support GIS, pavement management, and long-term capital planning

Job Qualifications:
• Bachelor’s in civil engineering (Master’s/MCPPO preferred)
• Five to seven years of experience, preferably in municipal or consulting engineering
• Massachusetts PE License (or ability to obtain within six months)
• Valid MA driver’s license and CORI certification
• Strong project management, communication, and problem-solving skills
