Treasurer

The Treasurer serves as the town’s chief cash management and treasury officer, responsible for safeguarding, investing, disbursing, and reconciling all municipal funds in accordance with Massachusetts General Laws and governmental accounting standards. This position plays a critical role in maintaining the town’s financial stability, protecting public assets, and ensuring compliance with all statutory and regulatory requirements.

The town seeks a highly skilled municipal finance professional with exceptional attention to detail and extensive experience in treasury operations, governmental accounting, and cash management. The successful candidate will be expected to assess current operations, strengthen the Treasurer’s Office, and establish comprehensive internal controls, written policies, standardized procedures, and financial best practices that promote accountability, consistency, and long-term operational excellence. A key responsibility will be mentoring and training staff to ensure sustainable, efficient operations and continuity within the department.

One of the most critical priorities of this position is transforming the town’s cash management and reconciliation processes. The Treasurer must develop and implement procedures that allow cash to be accurately reconciled and reported within two weeks of month-end close, significantly improving the timeliness and reliability of financial reporting. This will require advanced analytical and excel skills, process improvement expertise, and the ability to identify and resolve reconciliation issues while maintaining strict financial controls.

The Treasurer oversees all aspects of municipal treasury operations, including daily cash management, banking relationships, investments, trust funds, debt administration, payroll disbursements, vendor payments, tax reporting, and cash forecasting. The position works collaboratively with the Finance Director, Tax Collector, auditors, financial institutions, bond counsel, state agencies, elected officials, and department heads to support sound financial decision-making and effective municipal operations.

Additional responsibilities include coordinating debt issuance and compliance, preparing financial analyses and reports, managing annual treasury audits, monitoring liquidity, supervising treasury staff, and providing financial guidance to the public. The Treasurer exercises considerable independent judgment while ensuring transparency, accountability, and compliance with Massachusetts municipal finance laws.

Candidates should possess a bachelor’s degree in finance, accounting, business, public administration, or a related field, along with at least five to seven years of progressively responsible municipal finance or treasury experience. Massachusetts Municipal Treasurer Certification, or the ability to obtain certification within three years, are required. Success in this role requires strong time management, exceptional organizational and analytical abilities, expertise in Tyler Munis and a demonstrated commitment to accuracy, integrity, and continuous process improvement.
