International City/County Management Association President Jim Malloy, also the town manager in Lexington, led the President’s Colloquium during the ICMA Annual Conference in early October in Portland, Oregon, where he was joined by colleagues from Massachusetts: Needham Town Manager Kate Fitzpatrick, Arlington Town Manager Adam Chapdelaine, and Danvers Town Manager Steve Bartha.

The panel discussed a nine-member group text that includes the four speakers and other town managers from the area, dubbed the “Pandemic Snow Brigade.”

What began as a simple group text about snow closure policies developed into a support network during the COVID-19 pandemic. Participants use it to share data, ask and answer deadline-driven questions, and, as demonstrated during the presentation, to share humor and offer support to each other.

Malloy served as ICMA president from October 2020 through the conclusion of the conference in Portland on Oct. 6. He will continue to serve on the ICMA Board of Directors as past president.
