In an effort to increase access to lifesaving shelter and warm spaces during the coldest months of the year, the Executive Office of Housing and Livable Communities published a notice of funding availability on Sept. 22 requesting proposals for winter shelter and warming center capacity.

Successful respondents will receive a state grant to help with the costs of operating these programs from Nov. 15 through April 30, 2027.

The Executive Office of Housing and Livable Communities encourages communities across the Commonwealth to plan for winter shelter and warming center capacity and to leverage this funding to ensure available capacity and a coordinated response.

Respondents must be either a municipality or a nonprofit organization with experience operating the type of program being proposed. Municipalities must demonstrate a partnership with an established homelessness service provider in their response. Nonprofits must include documentation indicating that the municipality is a partner in the project.

The NOFA and supporting documents are available on Commbuys.

The deadline for submitting responses is 3 p.m. on Oct. 16. Responses can be e-mailed to [email protected].

A bidders conference will be held on Oct. 7 at 1 p.m. (Login information can be found in the text of the NOFA.)

Questions may be submitted until 3 p.m. on Oct. 7 to [email protected]. Questions will not be responded to individually; they will be collected with all the other questions and published with answers on COMMBUYS at the link above on or about Oct. 9.
