WRAP program accepting applications for winter-related needs

A state program designed to help municipalities address winter-related transportation infrastructure needs is accepting applications until early September for extreme hardship cases.

The Winter Recovery Assistance Program provides supplemental funding to cities and towns for transportation infrastructure improvements needed as a result of severe winter weather. The Fiscal Year 2026 Fair Share Supplemental Budget includes $100 million for the program.

The $100 million WRAP funding includes two categories:
• $80 million to be distributed by formula, based on each municipality’s locally owned lane mileage
• $20 million, which will be awarded through a grant program to communities facing extraordinary hardship from winter storms.

For communities seeking infrastructure assistance due to extreme winter weather, the Massachusetts Department of Transportation opened the WRAP Extraordinary Hardship Funding Grant Application on July 22.

Municipalities have until Sept. 4 to apply for the $20 million in funding. The program is open to all municipalities, but projects must be located on municipally owned roadways, and each community may submit only one application for the funds. The application can be found on the program’s website.
