The town of Falmouth seeks an experienced professional to serve as the Contract and Systems Support Specialist for our fast-paced, multi-disciplined, full-service DPW that employs more than 100 employees.  The successful candidate is a strong communicator and collaborative team player with meticulous attention to detail who takes the initiative to assist all eight Public Works divisions and proactively improve operations.

This position provides a variety of professional, administrative, and technical support to the Public Works Director, Deputy DPW Director, and the seven DPW Division Heads (Facilities Manager, Fleet Services Manager, Highway Superintendent, Parks Superintendent, Town Engineer, Wastewater Superintendent, and Water Superintendent) and oversees the administrative work of the department, which is primarily performed by three full-time front office staff.

The Contract and Systems Support Specialist provides procurement guidance and support to all eight Public Works divisions, ensuring compliance with applicable procurement laws and preparing or assisting with the preparation of RFQs and RFPs, contract management, records management, and project tracking. This position maintains the department’s VueWorks, PermitEyes, work order, timekeeping, and other related systems and provides training, software, and technical support for these systems to Public Works employees. This position also plays a large role in the preparation and administration of the department’s annual operating and capital budgets and ensures the timely submission and accuracy of the department’s invoice processing, utility billing, biweekly payroll, attendance, and accrual records.  The Contract and Systems Support Specialist provides a variety of other administrative, professional, and technical support to all eight divisions.

Minimum Qualifications: Bachelor’s degree in business, finance, or related field and four to six years of progressively responsible related experience; or an equivalent. Massachusetts Certified Public Purchasing Official (MCPPO) certification preferred or ability to obtain the MCPPO certification within six months of hire. Municipal experience and supervisory experience preferred.

Expected Starting Salary RangeStep 1 ($85,571.20) to Step 4 ($94,619.20) of the 10-step pay scale.
