Salary: $115,000–$160,000 (SCH A Grade 16)
The Chief Administrative and Financial Officer (CAFO) serves as the city’s senior financial executive under the direction of the Mayor. The CAFO oversees financial department heads and administrative staff and is responsible for budgeting, financial management, procurement oversight, collective bargaining support, and implementation of mayoral policies.
This role leads development of the city’s annual operating and capital budgets, ensures compliance with Massachusetts General Laws, GAAP, and UMAS, and maintains uniform financial systems and internal controls across all departments, including schools and enterprise funds. The CAFO provides financial analysis, reporting, and strategic guidance to the Mayor and City Council, attends Finance Subcommittee meetings, and supports long-range planning initiatives.
Candidates must have a bachelor’s degree in finance, public administration, or related field and significant senior-level municipal financial management experience. Master’s degree preferred. CPFO certification required within 36 months; MCPPO within 24 months.
