Job Description

Norfolk, MA (11,500), seeks an experienced, strategic, leader with strong communication, collaboration and team building skills, to serve as its next Town Administrator.

The Town Administrator exercises significant independent judgment and demonstrates extensive responsibility for the operation of the Town with the approval and guidance of the three member Select Board. The well-respected recent incumbent left the position for another community this summer.

Acts as Chief Administrative Officer; prepares the agenda and attends all meetings of the Board and acts for the Board in accordance with the Norfolk Town Administrator Act, and established policies and procedures. Represents the Select Board on a daily basis; executes the policies of the Board in areas of municipal management, administration, coordination, and supervision.

The Town Administrator directs the development of the annual operating and capital budgets. In conjunction with Finance Director, reviews, analyzes and recommends budgets to the Select Board. The town has a history of conservative financial management, as evidenced by its AAA bond rating. The FY26 Budget is $55.9 million, with $27 million in general government expenses and $28.9 million for Educational expenses. There are approximately 128 Town employees and four general government unions.

Master’s degree in public administration, public policy, Business or other closely related field is preferred, plus five to seven years of progressively responsible supervisory/management experience in town/city government; ICMA membership and Massachusetts Certified Public Purchasing Official designation preferred.

The successful candidate will receive an attractive compensation package including health and retirement plans with a starting salary range of $185K to $205K commensurate with qualifications and experience. Norfolk is an EOE/AA employer, minorities and women are encouraged to apply.
