Who is a member?
Our members are the local governments of Massachusetts and their elected and appointed leadership.
Professional Development/Program Committee: One of the greatest benefits we get from our association is the commitment to continuing education and professional development. The committee has focused monthly meeting programs on issues that are topical and allow peers to share best practices and lessons learned from their experiences. The committee endeavors to provide programs that will appeal to the broadest range of our members, regardless of membership in ICMA, geographic region of the state, budget limitations, experience in the profession, and position held. We continuously evaluate and modify as necessary our offerings and format to reflect the interest of members through surveys and consultation with the Executive Committee. It is expected that individual members of the committee will assume responsibility for organizing a monthly meeting program after topics have been identified.
Ethics Committee: This committee has five permanent and two alternate members. It oversees the association’s endeavors in maintaining and preserving the professional integrity of members as defined in the ICMA and MMMA Code of Ethics, and to educate the membership on these matters. The committee makes recommendations to the Executive Committee on the censure, suspension or expulsion of any member who is found to have violated the MMMA Code of Ethics (these tasks fall to the ICMA for ICMA members). The committee may also act as a confidential fact-finding committee to assist with ICMA investigations, if requested to do so by the ICMA. Members of this committee may be called upon to counsel/educate a fellow manager on a specific ethics issue.
Form of Government: The purpose of the committee is to advocate for professional management in local government, to develop resource materials, and to provide information to interested communities on the various forms of government. It is expected that members of the committee will make themselves available (along with other MMMA members recruited by the committee) to attend meetings in communities dedicated to form of government issues (in person or via Zoom).
Future Managers: The purpose of this committee is to oversee efforts to foster the next generation of local government managers. The committee explores and makes recommendations on ways that the MMMA can motivate professionals to enter the profession, as well as opportunities for coaching new members. The committee serves as ambassadors and stewards of municipal government by coordinating and planning annual events at colleges and universities across the state to help market and promote local government careers.
Nancy Galkowski Leadership Fund/Scholarship Committee: The mission of the Nancy Galkowski Legacy Fund is to assist with defraying the costs of professional development, training, and mentoring opportunities for current and future local government administrators, with a special emphasis on young and new professionals just starting in the field, and to ensure that the MMMA has the resources to support future conferences and other learning opportunities in the region. This committee oversees that process. The committee also oversees the distribution and review of the Whitlock Memorial Scholarship and the Rocco Longo Memorial Scholarship.
Legal Assistance Fund (LAF) Committee: This committee’s purpose is to review any application submitted to the Legal Assistance Fund and determine whether an award is to be made. The committee is responsible for taking swift and objective action upon receipt of an application. The committee is also responsible for education and outreach to the membership on what the fund provides. The committee consists of five members: three full members and two alternates. All members serve a three-year term.
Women Leading Government Committee: The MMMA members established the Women Leading Government group in 2017, and it has grown significantly. The most recent WLG conference, in March of 2025, had 218 participants from 76 communities in Massachusetts. This committee’s mission is to help women succeed in public service by enhancing career-building models that develop leadership skills and by networking professional women in government. This committee works to hold multiple events each year that further this mission, including a day-long conference.
Public Safety Chiefs/Emergency Management Leadership: This committee focuses on areas of mutual interest and importance to both managers and police chiefs. Committee efforts include discussion of legislative and budgetary priorities, modern policing policies, civil service, and the evolving role of policing in 21st century communities. Police and Fire Chiefs are invited to attend meetings regularly.
