The Massachusetts Municipal Lawyers Association will hold its Annual Meeting and Conference in Northampton on Oct. 23 and 24.

The event will include a session on the Hampshire Public Health Shared Services Collaborative, a case study in providing public health and other municipal services through cross-jurisdictional sharing.

Cross-jurisdictional service delivery can be an effective strategy for local governments seeking to enhance quality and efficiency by pooling resources, expertise and administrative functions. A panel will discuss the collaborative framework and strategies to coordinate and deliver public health and public safety services, using the Hampshire Public Health Shared Services Collaborative as a case study. The city of Northampton serves as host municipality for the collaborative’s 14 participating communities.

• Esme Caramello, director of the Housing Affordability Unit in the Office of the Attorney General
• Sarah Hartry, general counsel at the Office of Campaign and Political Finance
• Margaret Hurley, senior counsel for housing and municipal law in the Office of the Attorney General
• Cheryl Sbarra, executive director of the Massachusetts Association of Health Boards
• Kenneth Woodland, chief of the Division of Local Services’ Municipal Finance Law Bureau

Malden City Solicitor Alicia McNeil will be the keynote speaker.

The conference will be held at the Hotel Northampton, 36 King St.
