The Massachusetts Municipal Management Association serves approximately 250 appointed chief and assistant municipal managers and administrators in Massachusetts cities and towns. The MMMA was established in the mid-1970s and exists under its parent organization, the MMA.

The MMMA operates under a set of bylaws, and its members adhere to a strict code of professional ethics. The MMMA’s motto is “Dedicated to the Improvement of Local Government,” a core tenet of professional municipal managers.

As the Massachusetts Municipal Management Association looks ahead to 2030, its Strategic Plan comes at a defining moment for the organization, the profession, and the communities served. The 2025-2030 Strategic Plan builds on the momentum and insights of the 2018-2023 plan, while responding to the profound changes that have shaped municipal management over the past five years. The MMMA’s vision, first articulated in the 2012-2017 Strategic Plan, continues to guide this effort:

To be a member-driven organization dedicated to high ethical standards and excellence in professional management in local government, and to foster the professional development of the local government manager.

This vision is supported by the MMMA’s enduring mission, which outlines the core purposes of the organization:
