Who is a member?
Our members are the local governments of Massachusetts and their elected and appointed leadership.
The Massachusetts Municipal Human Resources association (MMHR) is a statewide network of municipal and public-sector human resources professionals dedicated to strengthening HR practices across the Commonwealth. Founded in 1956 as the Massachusetts Municipal Personnel Association — and renamed MMHR in 2019 to reflect the evolving HR profession — the association continues to serve as a vital resource for collaboration, professional development, and strategic leadership in municipal HR.
MMHR’s mission is to empower HR professionals through high-quality programming, resource sharing, and peer-to-peer engagement, while advancing innovative, equitable, and ethical human resources practices. The association is committed to diversity, equity, inclusion, and belonging (DEIB), and actively promotes diverse perspectives across its programming, committees, and leadership. Guided by its bylaws, which establish the structure and responsibilities that support transparent and effective governance, MMHR ensures that inclusive participation strengthens decision-making and contributes to healthier, more effective municipal workplaces.
To meet the growing and changing needs of HR professionals statewide, MMHR is advancing several new initiatives focused on member engagement, professional growth, and expanded collaboration:
• Pathways Program: A structured professional development framework supporting growth in five core HR practice areas: Talent Strategy and Workforce Planning; Technology, Data and Innovation; Employee Wellness and Mental Health; Employee Relations and Culture; and Employee Benefits. Members can pursue a Pathway Distinction by engaging in programming aligned with a specific area of expertise.
• Enhanced Member Outreach: Efforts designed to grow membership, strengthen participation, and ensure accessible opportunities for learning and networking.
• Regional Groups and Meetings: New regional structures that foster local collaboration and help members build stronger peer networks closer to home.
• Improved Information Flow: Strengthened communication channels and expanded resource sharing, including updates on key actions and discussions from monthly Board meetings to promote transparency.
• Expanded Committee Opportunities: Additional ways for members to contribute, share expertise, and help shape the future direction of the association.
Building on its strong history and collaborative foundation, MMHR continues to evolve to meet the needs of today’s municipal workforce. Through education, engagement, and shared expertise, the association supports HR professionals in creating responsive, equitable, and thriving municipal workplaces across Massachusetts.

The Massachusetts Municipal Human Resources association is recognized by the Society for Human Resource Management to offer Professional Development Credits for the SHRM-CP or SHRM-SCP (certified professional or senior certified professional).

Each year, the Massachusetts Municipal Human Resources association offers a three-day Supervisory Leadership Development Program for local government managers and employees. The Massachusetts Municipal Human Resources association’s Emil S. Skop Award is awarded each year to a human resources professional who has made outstanding contributions to the field of municipal human resources management and made a positive impact on the MMHR and its members. Learn more
